You can absolutely save to your local storage with 3DEXPERIENCE SOLIDWORKS. While it is optimized to work with the 3DEXPERIENCE Platform for cloud-based data management, you can continue to work on your local data just as before!

3DEXPERIENCE is a subscription based service. There are numerous different apps which are packaged into roles. These roles give a user the tools they need to complete a given type of task, such as connecting SOLIDWORKS to data management or carrying out FEA/CFD simulations. There are two main types licensing for SOLIDWORKS. Traditional SOLIDWORKS is a serial number based license. It can be installed on multiple devices, but the serial number must be manually deactivated from the first device and activated on another device. 3DEXPERIENCE SOLIDWORKS is named user licensing. This allows users to have it installed on however many computers they would like, just like serial number licensing, but they can log in to whichever device they want to use at any point (with a condition of only being logged into a single device at any given time).

Traditional SOLIDWORKS Desktop is installed locally and is not cloud based. It uses a serial number for its licensing and can be run without any internet connection. It can be connected to 3DEXPERIENCE data management if desired, which is cloud based.
3DEXPERIENCE SOLIDWORKS is installed locally but uses a named user license which requires an internet connection to run. It provides users with the same SOLIDWORKS interface and tools they know and love. It is also connected directly to 3DEXPERIENCE data management.
SOLIDWORKS Cloud is a fully cloud based offering to carry out design and data management right within your web browser. This is not the same interface as traditional SOLIDWORKS but does offer a lot of similar functionality to create extensive designs as needed.

The hardware and network requirements depend on which 3DEXPERIENCE Roles you would like to use. You can visit the official 3DEXPERIENCE eligibility page here.
Hardware requirements are especially dependent on the solution being used. You can filter through a list of certified workstations for 3DEXPERIENCE solutions here. You can find a list of certified hardware for SOLIDWORKS specifically here.
As for software requirements, all you need is a compatible browser. Compatibility is associated with the most current and stable build of Microsoft Edge, Mozilla Firefox, or Google Chrome. As for connecting SOLIDWORKS to data management, it is only compatible with the current year and two previous (i.e. in 2022, only SOLIDWORKS 2022, 2021, and 2020 are compatible with 3DEXPERIENCE data management).
For bandwidth and latency requirements, a minimum of 4 Mb/s and a maximum of 350 ms round trip latency is considered a compatible platform. To achieve a qualified platform, a minimum of 16 Mb/s and a maximum of 120 ms round trip latency is required.
